Try to attend the Baliem Valley Festival, held around July or August.
At the right end of the Baliem Valley is the small township of Elelim, where I could stay overnight. There is a branch of the Bank of Papua (KCP) there, and a restaurant (RM Telago Biru). A winding road leads vaguely east of Elelim (could this be the Trans-Papuan Highway?) It later follows a river through the valleys, before reaching the Baliem Valley. Ugem: A village on the route.
